SafeScope was built by leaders who have spent their careers protecting communities, dismantling criminal networks, and closing the operational gaps that allow exploitation to persist. Our team combines nearly six decades of federal and local investigative experience with deep private-sector, hospitality, and technology expertise—united by a shared mission: to deliver privacy-first, human-centered tools that make people safer.
Jim Cords — Co-Founder & Chief Protection & Intelligence Officer
Jim brings nearly 30 years of federal investigative work across the FBI, the Department of Homeland Security’s Child Exploitation Investigative Unit, and the Office of Inspector General. His career centered on child protection, human trafficking, national security, and sensitive digital evidence. Jim has worked closely with law enforcement agencies, federal partners, and NGOs, giving him a clear view of the data silos and information barriers that hinder timely intervention. Though retired from federal service, Jim remains committed to the mission. His expertise continues to guide the evolution of SafeScope’s privacy-first intelligence ecosystem and its impact on child protection and anti-trafficking efforts.
Stephen Pales — Co-Founder & Chief Guardian Officer
Stephen is a retired Chief of Police with over three decades of law enforcement leadership, public-safety innovation, and community protection experience. After retirement, he returned to the field through a regional security agency, confronting organized retail crime and human trafficking firsthand. His work revealed the need for technologies capable of connecting fragmented data across sectors. In 2020, Stephen and Jim partnered with a strategic group of co-founders to develop the foundation of SafeScope—a patent-pending platform that delivers real-time intelligence correlation and stronger prevention outcomes. Stephen leads with empathy, stewardship, and a focus on impact, advancing solutions that unite law enforcement, NGOs, and cross-industry partners in the fight against exploitation.
Together, Jim and Stephen channel decades of frontline experience into SafeScope’s mission: strengthening collaboration, accelerating intelligence, and empowering those who protect the vulnerable.
